  Dehradun, February 8, Jankranti News,: — The Uttarakhand Assembly has approved the Uniform Civil Code Bill (UCC) which aims to provide uniform rules for everyone in matters like marriage, divorce and inheritance.  With this, Uttarakhand became the first state to pass the UCC bill.  It is known that this bill was introduced in the Assembly by Chief Minister Pushkar Singh Dhami on Tuesday.  After discussions, the Uniform Civil Code Bill was approved in the assembly on Wednesday evening.

Matters related to marriage, divorce, land, property, inheritance and  Registration for cohabitation have been included in the UCC Bill.  Tribals have been exempted from this bill.  The UCC Bill passed by the Assembly will become a law if approved by the Governor.  With this, Uttarakhand will be the first state to implement common citizenship after independence.  Common Civil Code has been in force in Goa since the time of Portuguese rule.

According to this UCC bill, the children born out of cohabitation are the legal heirs, and the divorced woman has the right to receive maintenance. This UCC bill prohibits polygamy but allows people of different religions to marry according to their customs.

The Uttarakhand Uniform Civil Code Bill is tough on couples while allowing cohabitation.  In this bill, it has been clarified that people who are cohabiting and intending to do so should register their names first, and those who violate the law will be jailed for six months and fined up to Rs.25 thousand.  And if people under 21 years of age want to live together, the Registrar has been given the flexibility to inform their parents and get their opinion and take a decision.

If anyone stays in cohabitation for more than a month without registering their names, they will be jailed for three months or fined Rs.10,000 or both.  If they conceal the matter of cohabitation or give false information, they will also be punished with three months imprisonment, a fine of Rs.25 thousand or both.  If the cohabiting couple wants to separate, they should especially inform the registrar.
